Official Public Notice: Presidents' Day Holiday Schedule and City Service Updates

Presidents' Day Holiday Observance
In observance of Presidents' Day on Monday, February 16, 2026, the City of Houston has announced several service adjustments and facility closures. All non-essential city offices, including City Hall, administrative buildings, and the Municipal Courts, are closed for the duration of the holiday. Normal business hours for these departments will resume on Tuesday, February 17, 2026.
City Council Meeting Schedule Adjustment
Due to the Monday holiday, there will be no City Council session held on Tuesday, February 17. Houston City Council will instead convene for a consolidated meeting on Wednesday, February 18, 2026, beginning at 9:00 a.m. at City Hall. Residents interested in providing public comment are encouraged to register with the City Secretary’s office by the adjusted deadline.
Solid Waste and Recycling Services
The Solid Waste Management Department (SWMD) has confirmed that curbside collection services for garbage, recycling, and yard waste will proceed without interruption today. However, specialized facilities, including Neighborhood Depository sites, Westpark Consumer Recycling Center, and administrative offices, are closed today. These facilities will reopen and resume standard operating hours on Tuesday.
Transportation and Infrastructure Alerts
Houston Public Works and the Texas Department of Transportation (TxDOT) have reported several infrastructure updates and road closures active this morning:
- Wirt Road: The inside lanes of the eastbound and westbound frontage roads at Wirt Road and Chimney Rock are closed daily through Friday, February 20, for ongoing maintenance work.
- I-10 Eastbound: The total closure of the connector ramp to IH-610 East Loop Southbound concluded at 5:00 a.m. this morning. Motorists should anticipate normal traffic flow, though minor residual delays may occur as barriers are removed.
- Drainage Repairs: Public Works crews are currently active in the Westwood and Willow Meadows neighborhoods. Outfall repairs at Bassoon Drive and Willowgrove Drive are ongoing to mitigate future flooding risks. Localized street access may be limited during work hours.
Public Engagement: 2026 Community Needs Survey
The City of Houston is currently inviting residents to participate in the 2026 Community Needs Survey. This feedback is essential for the development of the 2026 Action Plan required by the U.S. Department of Housing and Urban Development (HUD). The survey allows citizens to prioritize federal funding investments for neighborhood improvements, housing affordability, and public services. The survey is available in English, Spanish, and Vietnamese via the city’s official portal.
Donation Box Ordinance Reminder
Residents and business owners are reminded that the updated Donation Box Ordinance is now in effect. All donation collection boxes located within city limits must now display an official City of Houston decal to verify compliance with local transparency and safety standards. Boxes failing to display this decal or those found in violation of maintenance requirements are subject to removal.
