The City of Houston and the Houston Police Department have issued a comprehensive traffic alert for Saturday, February 28, 2026, due to the Downtown Rodeo Parade and the ConocoPhillips Rodeo Run. Residents should expect significant congestion and restricted access beginning as early as 2:00 a.m. and continuing through 2:00 p.m.
- Parade Route Closures: Full closures are in effect for Bagby, Walker, Travis, Bell, Louisiana, and Lamar Streets. The McKinney and Allen Parkway exit ramps from I-45 are also closed.
- Memorial Drive: Inbound lanes of Memorial Drive are fully closed from Shepherd Drive to Bagby Street.
- Highway Construction: Houston TranStar reports a total closure of the IH-10 Eastbound connector ramp to IH-45 North from 6:00 a.m. to 3:00 p.m. Additionally, the IH-610 West Loop Southbound connector to US-290 Northwest will be closed from 9:00 a.m. to 5:00 p.m. for ongoing maintenance.
Public Health Alert: Infant Formula Recall
The Houston Health Department has issued an urgent advisory following a national recall of all ByHeart Whole Nutrition infant formula. This recall is linked to a multi-state infant botulism outbreak. Parents and caregivers are strictly urged to cease use of all lot numbers and sizes of this product immediately. If a child has consumed the product and shows symptoms such as lethargy or feeding difficulties, seek medical attention immediately.
Environmental Notice: Extreme Drought and Burn Bans
The Texas A&M Forest Service and local officials have designated the region north of Houston under Extreme Drought (D3) status. As of February 28, outdoor burn bans remain active across 172 Texas counties, including those in the greater Houston area. Residents are prohibited from any outdoor burning of brush or waste to mitigate heightened wildfire risks during these dry conditions.
Community Services and Infrastructure Updates
The City continues to move forward with several quality-of-life and safety initiatives active this weekend:
- Donation Box Ordinance: Beginning today, all charitable donation boxes must display an official City of Houston decal. Non-compliant boxes are subject to removal to reduce neighborhood clutter and illegal dumping.
- Park Improvements: Ongoing rehabilitation of the pool at Tidwell Park and upgrades at Meadowcreek Village Park are underway. Additionally, the transition of operations for Moody Park and Keith-Wiess Park to Harris County Precinct 2 is now in effect to ensure long-term sustainability.
- Community Survey: The Housing and Community Development Department is still accepting responses for the 2026 Community Needs Survey. Participation is vital for directing federal HUD funding toward local neighborhood improvements.
