Official Bulletin: Houston City Council Schedule and Public Health Advisories

City Council and Government Schedule
Due to the observance of the Presidents' Day holiday on February 16, the City of Houston has announced that there will be no regular City Council session held today, Tuesday, February 17, 2026. However, the City Council Committee on Housing and Affordability is still scheduled to convene for its monthly meeting at 10:00 a.m. in the Anna Russell City Council Chamber at City Hall. Residents should note that the general public session has been rescheduled as part of a consolidated Council Meeting on Wednesday, February 18, 2026, beginning at 9:00 a.m.
Public Health Advisories
The Houston Health Department has issued an updated advisory following the confirmation of three measles cases in the region since early last year. The most recent case involves an unvaccinated infant who was exposed during international travel. Health officials urge residents to ensure their vaccinations are up to date and to contact healthcare providers immediately if symptoms such as high fever, cough, or a characteristic rash appear. Additionally, Harris County Public Health has confirmed the first positive mosquito samples of 2026 for West Nile Virus. The affected areas include ZIP codes 77041 and 77032. Residents are advised to eliminate standing water around their homes and use insect repellent during outdoor activities.
Solid Waste Management and Infrastructure
The City of Houston Solid Waste Management Department is officially transitioning to a new scheduled service model for heavy trash collection. While the first pickups under this model will begin on March 2, 2026, the city has opened the appointment system for residents to reserve their slots via the 311 service line. Furthermore, Houston Public Works has issued notices for outfall repairs in the Westwood and Willow Meadows neighborhoods. Construction is currently active at 10602 Bassoon Dr. and 10130 Willowgrove Dr. These repairs are critical for protecting drainage infrastructure and reducing local flooding risks.
Community Engagement Opportunities
The city is currently soliciting feedback for the 2026 Community Needs Survey. This data will be used to shape the 2026 Action Plan required by the U.S. Department of Housing and Urban Development (HUD), directly influencing how federal funding is allocated for housing affordability and essential public services. The survey is available in English, Spanish, and Vietnamese. Additionally, residents are reminded that the new Donation Box Ordinance is now in effect, requiring all local donation boxes to display an official City of Houston decal to ensure transparency and reduce illegal dumping.
