Official Notice: Final Deadline for Municipal Court Case Resets

The City of Houston Municipal Courts Department has issued a final reminder for all individuals affected by the inclement weather closure on January 26, 2026. Today, Tuesday, February 3, 2026, marks the final day of the designated reset period. Individuals who had trials, arraignments, or parking adjudication hearings scheduled during the storm closure must appear in person at any City of Houston court location before 5:00 p.m. to reset their cases.

City officials warn that failure to reset cases by this afternoon's deadline may result in the issuance of arrest warrants. Court locations remain open for these services on a walk-in basis. For those who have already handled their resets or were not impacted by the January 26 closure, normal court operations continue as scheduled.

Public Health Advisory: West Nile Virus Detections

Harris County Public Health (HCPH) has confirmed the first detections of West Nile Virus for the 2026 season. Mosquito samples collected from northern and northwestern Houston neighborhoods tested positive for the virus this week, earlier than typically expected due to an unusually mild winter. In response, the following actions and advisories are in effect:

  • Vector Control: Mosquito-control crews have commenced evening spray operations in the affected zip codes to reduce adult mosquito populations.
  • Property Maintenance: Residents are urged to eliminate all sources of standing water around their homes, including birdbaths, clogged gutters, and flowerpots, which serve as breeding grounds.
  • Personal Protection: Public health officials recommend using EPA-registered insect repellents and wearing long-sleeved clothing during dawn and dusk when mosquito activity is highest.

Public Works: Scheduled Road and Ramp Closures

Houston Public Works and TxDOT have announced several active infrastructure projects impacting local travel today, February 3, 2026. Commuters should expect delays or seek alternate routes for the following:

  • Scott Street: The Eastbound Entrance and Exit Ramps at Scott Street will experience total closures daily from 9:00 a.m. to 5:00 p.m. through Saturday, February 7.
  • South Wayside Drive: Westbound Entrance and Exit Ramps are closed daily from 9:00 a.m. to 5:00 p.m. for ongoing maintenance.
  • IH-45 North: The Southbound Connector Ramp to IH-10 Katy Westbound remains closed for long-term construction. Drivers are advised to follow posted detours toward the McKee/Hardy Street exits.

Weather and Environmental Service Notice

The City of Houston Office of Emergency Management is monitoring an incoming cold front expected to move through the region today. Residents should be prepared for scattered rain and thunderstorms through the evening, with potential rainfall amounts between 0.25 and 0.5 inches. While no major flooding is anticipated, the front will cause temperatures to drop from the low 70s into the 60s by nightfall. Officials also continue to monitor air quality following recent reports of odors in the Greater Houston area; however, no active public health threats have been identified in connection with these reports at this time.
