Solid Waste Management: Holiday Collection Shift

In observance of the Presidents' Day holiday on Monday, February 16, 2026, the City of Houston Solid Waste Management Department (SWMD) has announced a revised collection schedule for the coming week. There will be no curbside garbage, recycling, or yard waste collection on Monday. Residents who typically receive service on Monday should place their bins at the curb on Tuesday, February 17. Tuesday customers will have their waste collected on Wednesday, February 18. Services for Thursday and Friday remain unchanged.

Residents are also reminded of the new operating hours for City of Houston disposal facilities. Effective January 4, 2026, all six Neighborhood Depositories and Environmental Service Centers are closed on Sundays and Mondays. These facilities will resume normal operations from 9:00 a.m. to 6:00 p.m. starting Tuesday, February 17.

Downtown Parking and Transit Regulations

For those visiting the Central Business District today, Sunday, February 15, 2026, ParkHouston notes that on-street metered parking is free of charge. Most city-managed meters are not enforced on Sundays; however, drivers are cautioned to check for permanent "No Parking" signs, commercial loading zones, and red-bagged meters, which remain reserved for permit holders at all times. Meters will also remain unenforced through tomorrow, February 16, in honor of the city holiday.

Health Advisory: Seasonal Respiratory Wellness

The Houston Health Department reports that seasonal respiratory virus activity, including Influenza A, Influenza B, and COVID-19, remains at elevated levels through mid-February. The department continues to offer free immunizations for uninsured and underinsured residents at various health centers, including the Sunnyside and Hiram Clarke locations. Additionally, as February is American Heart Month, Harris County Public Health is encouraging all residents to utilize local wellness-on-wheels events to monitor cardiovascular health and reduce the risk of heart disease, currently the leading cause of death in the region.

Public Works and Infrastructure Update

Ongoing construction continues for the North Houston Highway Improvement Project (NHHIP). Work in Segment 3, primarily focused on the St. Emanuel Drainage Project in East Downtown, is currently in an active phase. Drivers should expect intermittent lane closures near the intersection of I-69 and I-45. City officials have noted that while these infrastructure improvements are essential for flood mitigation and mobility, all NHHIP construction will be temporarily paused between June and August 2026 to accommodate the upcoming FIFA World Cup festivities.

Administrative Notice

All non-essential City of Houston administrative offices will be closed on Monday, February 16, 2026. Emergency services, including the Houston Police Department and Houston Fire Department, remain fully operational. Residents requiring non-emergency city assistance are encouraged to use the 311 Houston Service Center app or website, as the 311 call center will remain staffed for urgent infrastructure reports.
