Christian Menefee wins Texas CD-18 runoff as Houston police report multiple fatal shooting developments

Election result fills long-vacant congressional seat

Texas’ 18th Congressional District has a new representative after Christian Menefee won the special-election runoff on Saturday, Jan. 31, 2026, defeating Amanda Edwards by a wide margin. The contest was held to fill the remainder of the term after the seat became vacant following the death of U.S. Rep. Sylvester Turner in March 2025, months after he succeeded longtime Rep. Sheila Jackson Lee, who died in July 2024.

Menefee, previously Harris County attorney, will serve through the end of the current term, which concludes in early January 2027. The runoff’s turnout was notably low relative to the number of registered voters in the district, continuing a pattern seen in many special elections where voters are asked to return to the polls outside the general-election calendar.

The political picture is not settled: a separate March 2026 primary for the next full term is set to be conducted under newly drawn congressional boundaries approved by the Texas Legislature. The redistricting has reshaped the district’s footprint and is expected to influence the field of candidates and the geographic coalitions required to win.

Police investigations highlight different patterns of gun violence

In public-safety news, Houston Police Department investigators reported progress in some fatal shooting cases while seeking additional information in others.

  • Anita Street (Jan. 29 shooting; charges filed Jan. 30): A 28-year-old man, Rogers McFarland Jr., was charged with murder in connection with the fatal shooting of a 46-year-old man inside a residence in the 3300 block of Anita Street. Investigators said witnesses reported the suspect entered the home, shot the victim, and fled on foot before being located and detained by officers patrolling nearby.

  • Calumet Street (Jan. 20 shooting; update issued Jan. 27): Detectives continued to seek public assistance to identify two persons of interest in the fatal shooting of James Tolen, 41, outside an address on Calumet Street. Investigators said officers initially responded to a robbery call and later learned two armed suspects approached a vehicle and attempted to rob the occupants. The shooting occurred after the suspects realized the vehicle would not start and a physical altercation followed.

Separate north Houston welfare check becomes death investigation

A separate incident in north Houston drew attention to the overlap between domestic crises and violent outcomes. Deputies conducting a welfare check at an apartment complex found a man dead and a woman critically injured, with a 6-year-old child located unharmed inside the unit. Investigators indicated the man and woman were in a relationship, and the circumstances remained under review as the woman underwent surgery.

Across these cases, investigators emphasized that witness cooperation and timely tips can be central to identifying suspects, clarifying motives, and determining whether shootings stem from robbery attempts, domestic disputes, or other conflicts.
